Delaware Power Rate Hike: Lawmakers React to Delmarva's $70M Increase Proposal (2026)

A potential rate hike by Delmarva Power has sparked a heated debate among Delaware lawmakers. Delmarva Power & Light's recent application to the Delaware Public Service Commission seeks a substantial boost in base-rate revenue, marking their third such request in just five years. Public Advocate Jameson Tweedie expressed alarm, especially given the rising cost of living. The proposed increase would see non-heating customers' bills rise by about $9.30, a 16% jump, while space-heating customers could face a $15 monthly increase, a 23-24% hike.

Under Delaware law, utilities can implement interim rates during the review process, meaning Delmarva's new base rates could take effect as early as July 9, 2026, subject to a potential refund. This timing, as Sen. Russ Huxtable points out, is particularly concerning, as it coincides with the summer months when electricity usage and bills typically soar.

The proposal also includes an 18% increase in the fixed monthly customer charge, from $13.50 to $15.94, and a 10.5% return on equity, which has drawn criticism from lawmakers. Rep. Rich Collins, a Republican, acknowledges the challenges of Delaware's energy landscape but believes that decades of green energy policies and government overregulation are to blame for these constant rate increases. His colleague, Rep. Bryan Shupe, agrees, arguing that green energy mandates limit investments in local energy and grid modernization, leading to unavoidable rate hikes.

Collins and Shupe advocate for long-term solutions, including nuclear small modular reactors and natural gas, to stabilize costs and improve reliability. On the other hand, Sen. Huxtable, a Democrat, while recognizing the need for more energy in Delaware, emphasizes the importance of focusing on solutions that deliver results sooner. He supports a balanced approach, incorporating wind, solar, nuclear, and gas into Delaware's energy mix.

In response, a Delmarva Power spokesperson stated that the company understands the rising costs faced by families and businesses and is committed to supporting customer affordability through its recent filings and investments in critical infrastructure.

The proposal will now undergo a formal review process, including hearings, before the Public Service Commission makes a final decision later this year.
